My dear Ronnie,

Sir Cecil Clementi, the Governor of Hong Kong,

tells me that he had a talk with Sir Victor

Wellesley the other day from which he gathered

that, in view of the experience of the American

trustees, the F.0. or recognise the futility of

trying to give effect to the Willingdon Report.

Wellesley seems to have added that the F.0. is now

seriously considering the proposal that the whole

of the Boxer Indemnity funds, both the two and a h

millions already recovered and the future instalme due, should be given back to "China" as an act of

personally I strongly share the view expressed by

good claims of ours as a mere gesture of goodwill
