Secret No.2. Boxer Indemnity.
After full consideration it has been
decided to surrender to the Chinese
Government all future payments of
the Indemnity and the accumulated
balance now in hand. An endeavour
will, however, be made to secure
of
the expenditure as much as possible
of the funds on railway construction
etc. and to obtain the allocation of
some part of it to Hong Yong University.
