The essentials of the position are

not altered by the Cabinet conclusion and the

memoranda which led up to it. The issue is,

however, more clearly defined, and I am afraid

it is less and less likely that Hong Kong will

get anything. From the wording of the conclusion,

it does not appear that there is much chance of

the proposed assistance to Hong Kong University

meeting with a sympathetic reception, and if,

eventually, the Cabinet decide not to carry out

the promise given in 1922, it seems almost certain

that the whole of the money will be transferred

to the Imperial Exchequer, and no part of it

will go to Hong Kong. I submit a draft to

Hong Kong explaining the position as modified

by the Cabinet conclusion.

There is no purpose in sending

a copy of the despatch to the Foreign Office now,

as they have already seen it with Mr. Ormsby Gore's

note (No.4). The proposal for a loan to the

University had perhaps better wait for further

consideration of the question by the Cabinet,

when it may be revived if it is not decided to

transfer the money to the Exchequer.
