This has been delayed, owing in the
first place to it being registered on 30016
and subsequently transferred to this file, and
secondly to a search for previous papers, some
of which have not yet been found. The missing
papers are 52373/24, 1003/26 and 56758/25,
(which appears to have been missing for some
while, see Mr. Clutterbuck's minute above). The
minute, however, appears to contain sufficient
indication of the contents of these papers for
present purposes.
The present position seems to be that
the Admiralty are trying to force Hong Kong to
pay practically the full cost of the armed
launches operating in the Canton area. At
