I have the honour to submit for the signification of His Majesty's pleasure the following Ordinance intituled:-

An Ordinance to make provision for a loan of five million dollars for the carrying out of certain public works.

The usual report of the Attorney General explaining

the object of the Ordinance is appended.

It will be seen that the Diocesan Boys' School (purchase of old site - $253,500 and advance $175,000) has not been included in the purposes to which the loan is applicable

When it was originally proposed to include these items in the Loan Schedule it was doubtful whether the liquid

balances of the Colony would suffice to meet these payments. Fortunately the liquid balances have proved adequate and it seemed obviously preferable in the circumstances not to complicate the Loan Ordinance by the inclusion of these items.

I invite reference to the remarks of the Colonial

Secretary when introducing the Budget and Loan Ordinance pages 67, 69 and 82 and page 106 of Hansard for September 1st and 15th of which copies (uncorrected proofs) are enclosed.
