I enclose a copy of League document 0.0.669

which was circulated by the Secretariat to the Opium

Advisory Committee whilst we were at Geneva.

It purports

to be a memorandum by Lloyd on opium smuggling into

Hongkong and, as you will see, its contents are such that Delevingne could not let it be thought that the British

Government were privy to its circulation.

He therefore

called attention to it in private session and asked for

an explanation from the Secretariat.

Dame Rachel Crowdy

explained that she received it from the Chief of the

Californian Customs.

His letter to her was read out.

In it he said that he had received the memorandum from

the offices of the Nippon Yusen Kaisha Line and that in

addition to Dame Rachel he had forwarded copies to

various private individuals in the United States of

America.
