i have the honour to forward for your
consideration copies of a proposed Bill amending the
Widows' and Ürphans' Pension Ordinance, 1908.
2. The grounds on which the amendment of the law has been considered desirable are very fully set out in the ubjects and Reasons appended to the Bill, but I would invite special attention to paragraph 21
of the latter dealing with Clause 13 of the Urdinance.
I consider it to be of primary importance
that the pensionable age limit for a male orphan should be raised to twenty-one years.
3. The Bill has been considered by my
Executive Council which has approved of its transmission
to you for your sanction prior to its introduction into
Legislative Council.
