have been experienced in practice. The 1921

amendment was intended primarily to include

Prison officers who are engaged on special

long term agreements. These are now specially

provided for and there is, therefore, no need

to object to this proposed amendment.

(c) It is proposed that officers con-

tributing to another Widows' and Orphans' Pension

Scheme may, at the discretion of the Governor

in Council, be excluded (Section 6). This

provision is desirable as officers transferred

from another Colony may prefer to continue their

contributions in the Colony from which they are

transferred, dr, it is said, in one case may be

compelled to continue their contributions, but

the provision is not very complete. Nothing

what

is said about/ happens if the officer ceases

to contribute to the external Scheme the

officer is given no option as to whether he

will contribute to the Hong Kong Scheme. (The

decision rests with the Governor in Council).

While the proposed amendment refers only to

contributions in any other British Possesion

or British Protectorate, it is a moot point

whe ther" any British Protectorate "includes

all mandated territories, and nothing is said

about British India. Something on the lines

of the Nigerian Ordinance would

be preferable.

I observe that this does not

provide for increased contributions on the

increased salary which an officer presumably

receives on transfer. I understand that it

is a difficult matter to draft legislation
