factories, and, whilst They think it unlikely (as being
contrary to Their wishes) that the standard in this matter,
in accordance with the arrangements made under Their
orders, will at any time fall below the standard imposed
under, the Ordinance on commercial firms, They would not
be willing to give a general undertaking to another
authority, and They would be averse from giving Their
consent to have Their workshops brought under the
Ordinance.
