My telegram No. 394 to Canton. Ministry of
Communications have notified me of the appointment
of new superintendent of Chinese telegraph office
at Hongkong named Chen Chang-ying. They state that
to he will leave shortly for Hongkong and asks me
accord hin voual faciliti (gr. undec.) you to fgr. undee.) this makes early
decision o question of removal of Chinese office
desirable.

We suggest that you and consul-general
at Canton should now ascertain whether Canton
government can be induced to put formal request of
removal of office to Chinese territory. If such a
request is made we should then inform Peking
government that under the circumstances we cannot
refuse it. Local representative of company
thinks that they will object but he concurs in the
above.
If Chinese office is removed you will presum-
ably arrange with company for working the Hongkong
office.
