Adui ni stration's subordinate staff, but not entering into any
working agreement with the Canton Goverment, which course
might be given a trial.
It is, however, essential that the Legation should
arrange the matter with the Administration, for which perhaps
you would be good enough to instruct His Majesty's Minister,
Paking.
