With reference to our conversation on September

(1) Herewith figures giving approximate number of days

on which the Chinese Telegraph Administration landlines to

Cnton were out of order in 1927; these are based on the

sudden increase in W/T traffic which occurs when landline

communication fails.

The figures given are on the conservative side, and

I think it safe to say that the actual number of days on which the landlines were faulty is greater than shewn below

On some days when the lines were believed to be out of

order, the W/T Station in Canton was unable to work with us

on account of breakdowns, handling of military messages etc.

So far as can be ascertained the Chinese

are 9 cents per word ordinary and 27 cents urgent; I am
