With reference to your letter of örd
September, 1927, concerning the Chinese Telegraph Office
in this Colony, I am directed to inform you that Mr.
C. Y. Chen's appointment has not yet received the approval
of His Excellency the Governor and that his action in
assuming control of the Office on 1st September without
obtaining prior approval meets with His Excellency's
severe disapprobation.
