#ith reference to my despatak Bo.1028 of september
19th on the subjout of the Chinese Telegraph Office in
Hemgkong, I have the honour is transmit kerewith copy of a
mixu to by the Chinese Decretary to Him mjesty's Legation
reperting the history of certain proposals made by the
Firestar Menoral of Telegraphs for the handing over of the
office to the Jable Companies to work as a temperar y
expedient.

It will be noted that these proposala have so far
come to mothing oving to the intervention of the Mi Mi #tor
of Communications. à section of the permamat staff of that
Ministry have for a long time past been inalined to be
obatrastive in postal, telegraph and railmy matters where
foreign rights are concerned, and it was probably this
anti-foreign or tiomlist infiumee is the Ministry which
br caght the matter to a standstill.

I would add that Fr. Telekomm was onraful to
wmintain a non-committal attitude throughout, leaving the
initiative in the formulation of the proposals entirely ts
the Thinese.
