With reference to my despatch number 92
of October 8th and to your despatch number 85
of September 16, received subsequently, I
have the honour to report that the Director Gene
eral of Chinese Telegraphs orlled again on the
Chinese Secretary to His Majesty's Legation on
October 12, accompanied by his assistant Er. Ju
and the Xr, X.C. Young, cashier of the Hongkong
Director General of relegii offics, mentioned in paragraph 5 of your des- letter to MeMeMinili

patch under reference. Kr. Telang's primary
object appeared to be to complain of the attitude
of the Government of Hongkong in retaining in
office är. Liu, who me alleged to have embezzled
some $30,000.
2. It was once more explained to Mr. Tsfàng
that the solution lay in closing the office al-
together, but Mr. Young asserted that this could
not in fact be done without causing too great
inconveniense to the commercial community. Er.
Young strongly favoured placing the office in
the charge of the Cable Companies (as previously
suggested by the Director General) and entered
upon an argument with his chief on the subject.
