have power to disperse the procession and confiscate
their weapons at any time.
Government shall arrest
at any time any mob fighting with arms or refusing
to obey the Police or Military.
C. Hemlations for small handicraftsman: –
(1) ..nybody who has been licensed with a small
business licence to employ less than 3 workmen
and has been duly registered by the Police,
will be classified as "gmall handioraftsmen".

union, shall have freedom to continue their
work during a strike. But this shall only
apply to the handicraftsmen themselves.

9. Regulation for verksen employed in essential
D.
Industries, such as: -
(1) Manufacture of military stores.
(2)
Financial enterprises.
(3) Communications.
(4) All work having direct connection with the
livelihood of the people.
In case of any trouble arising among
workmen of the above 4 classes, any decision of the
arbitration Board shall have complete effect and
shall be compulsorily enforced by Government.
