I am commanded by My Lords Commissioners of the
Admiralty to refer to your letter of the 14th May, 1926,
0.8163/26, forwarding copy of a despatch from the Governor
of Hong Kong relative to the formation of a Royal Naval
Volunteer Reserve Force in Hong Kong.
After careful investigation of the details of
these proposals Their Lordships' views were communicated
to the Colonial Office in Admiralty Confidential Letter
of the 5th November N.3390/26, and it was understood from
your letter of the 23rd December C.2066/26 that the
matter would be considered in connection with the Hong
Kong Estimates for 1927.
I am to enquire whether the Secretary of State
has yet been in a position to inform the Governor of Hong
Kong of his views on these proposals. "heir lordships
feel that unless early steps are taken to meet the wishes
of the Colony the effect on local opinion may be such
