With reference to your letter of the 16th ultimo, (30176/27), I am commanded by My Lords Commissioners of the Admiralty to request that you will inform Mr. Secretary Amery that they have read with regret the decision that in view of the special expenditure involved in the construction of an aerodrome at Hong Kong and the

grave depression the trade of the Colony, the Secretary of state is unable to sanction the necessary expenditure for the formation of a Royal Naval Volunteer Reserve Force at Hong Kong, and that the scheme must be postponed until conditions are more favourable.
