(1) Attack by armed merchant vessel by minelaying in the

approaches;

(1) Minesweeping.

The depths of water in the vicinity of the

island allows the possibility of minolaying and it is

desired to have at Hong Kong, on the outbreak of war in

the East, Y vessels of the trawler type for the Eastern

approaches and 14 for the Western. In a European war,

5 vessels for the Eastern approaches and 7 for the

Wostern.

Anti-Submarine Craft. For escort of vessels

and for operating against submarines in the approaches it

is desired to have a force of 15 A/S vessels for an

Eastern war; 6 A/S vessels for Buropean war.

(3) Naval Control Service. For an Eastern War

it is intended to establish a Naval Control Servico

Class V Staff for dealing with control of mercantilə

movements. This staff consists of 2 officers and J.

civilian clerk.

For a European war it is intended to establish a

Class III Staff which consists of 7 officers, 2 signalmen

pensioners and 2 civilian clorks.

It is considered that the Naval Control Service is

capable of functioning before the arrival from Home of the

full staffs and that ondeavour should be made by making

use of local personnel, such as shipping agents and

retired R. N. R. officers who have experience of mercantile

movements, to establish control of shipping as soon as

possible after the outbreak of war.
