Mr. Clutterbuck,
I am not sure that we ought not to go easy in the matter of new R.1.V.R. units in the Colonies, &c. until the present Geneva Conference is finished. At present minesweepers are not subject to limitation, but as a result of the Conference they may be.
The question than arises (a) whether minesweepers in Colonies are to be counted in the quota allotted to Great Britain (the answer presumably must be "yes"), and (b) if so, whether the Admiralty would wish to keep them all in their own hands rather than allow them to be maintained in perhaps a doubtful state of efficiency by the Colonies.
I have just mentioned the matter to the Admiralty, who are hoping that minesweepers will not be limited, but they agree that if limitation is agreed to the question of minesweepers maintained by Colonial Governments will certainly require careful consideration.
