I have the honour to acknowledge the receipt Xof your despatch Confidential(3) of 27th October, 1926,
concerning the amendment of Section 12 of the Straits
douf 5439/20
Ca Settlements Deleterious Drugs Ordinance and requesting my views as to suitable amendments to the similar provisions
which occur in Section 21(3) of the Hong Kong Opium
And Couf (3)
Ordinance (No.30 of 1923) and in Section 8 of the Hong Kong
Arms and Ammunition Ordinance (No.2 of 1900).

I have given most careful consideration to
this question and in submitting for your consideration the
following observations, which are tantamount to a plea for
the retention of the existing clauses, I desire to emphasise
the fact that I do so only in view of the very special circumstances of this Colony and with the proviso that, if
the sub-section in question of the Opium Ordinance is
retained, it should only be used sparingly and with the
greatest discretion.

I invite your attention to the fact that
Sections 170, 172 and 202 of the Customs Consolidation Act,
1876, 39 and 40 Vict. c.36 contain some very drastic
