as a result of which you evolved the
revised draft ("D") in your minute of 12/7/26.
After further discussion (vide
Sir Malcolm Delevingne's letter of the

No.10) yet another revised draft
was prepared ("E") and sent to Mr. Barnes
Mr Bushe's
in your letter of the 28th July (No.11). Mr.
Barnes replied in a letter dated the 9th
August, 1926 (No.15) enclosing a further
revised draft ("F") prepared by him in
conjunction with Sir C. Hipwood.
This draft was finally adopted in
spite of Sir M. Delevingne's disagreement
(vide his letter of the 3rd September
17).

"Shipmasters have been
prosecuted and fined in Malaya because
drugs were found on their ships,
though everyone admits that they had
no part in or knowledge of the matter.
As the Straits Lew stands they are
responsible, but it seems unfair and
we have naturally received protests
from owners.
We propose to take
an opportunity to amend the drugs law
so as to make it a defence that
owner and master had no ground to
suspect
