think that a certificate in a more detail form would have to

be forthcoming. But is the Consul General prepared to ask the Governor even to sign an order in the above form, having

regard to the fact that the Treaty and the Ordinance

contemplated a goverment of the whole of China with subord-

inate provincial authorities. It seems to me that the order

would be at variance with the facts assumed in the Ordinance.
