I have the honour to refer to my letter of

the 27th July requesting that the famous robber chief Liu

Lun of T'o Kou in Tung Kun District who was arrested by

the Hong Kong Government on 27th July, be handed over to

the custody of an official sent by the Chief of the Canton

Police and brought back to this city, and also to your

reply which I received. According to a reliable report

which I have received the Hong Kong Government has

permitted Lou Lun to be released on $10,000 bail. Although

I would not venture to assert whether or not it is correct

in order to take due precautions I feel it incumbent on me to request you at once to telegraph to Hong Kong that Lou

Lun should on no account be released on bail in order to

prevent his inflicting fresh calamity on the people.
