I have examined the accompanying Ordinanceintituled an Ordinance
to amend the Chinese Extradition Ordinance, 1889, and I am
of opinion that the Ordinance is one which is not contrary
to the Governor's instructions.
2.
The original draft of this Ordinance was sent to the
Secretary of State in the Governor's despatch No.328 of the
14th July, 1927. The introduction of the Ordinance was
eventually approved by the Secretary of State in his telegram
of the 24th September, 1927, but he directed that certain
alterations should be made in clause 2 of the draft. Subject
to what appears below in paragraph 4 of this report, tho se
alterations are embodied in the present Ordinance.

It was understood that the Secretary of State intended
to reject the words "recognised by the Governor for the pur-
-poses of this Ordinance", which appeared in the original
draft.
