whose age on appointment exceeded (say)

25, should be allowed to draw salary

intermediate between that of Cadets and

Passed Cadets until he had passed his

prescribed examination. The schemes which emerged after much discussion are quoted in

this despatch. The Malayan scheme was approved on H.Cr. 53717/22 Malay States, and, although representations have since been made urging the modification of the scheme,

they have not been entertained (see in

particular H.Cr. 3159/24 Malay States and

28075/27 Straits).

The present Hong Kong scheme was

approved on Gov. 38733/21 Hong Kong.

On

Gov. 28659/24 Hong Kong representations, put forward by Mr. Forrest, for the same treatment as has been accorded in Malaya, were turned

down.

In this connection, the despatch

of the 7th April, 1924, on H.Cr. 3159/24 Malay

States is important, in particular the

following sentences: -

"As a matter of fact, the rules

adopted by the Governments of Hong

Kong and Ceylon are different from

the rules adopted both in Malaya and

in the Home Service, the particular

rule in each case being determined

by the special conditions of the

appointments in the various administra-

tionso

but I see no reason why the Malayan

rule should now be varied in order to

conform with the rule ultimately adopted
