Even in the present state of the Colony's
finances I feel justified in asking for your approval of
this proposal as a concession which is long overdue, having
been commended by Mr. J. H. Thomas to the consideration of
this Government as long ago as 1924. Certain individual
cases of hardship have occurred in the meantime which have
been dealt with by special votes in the Legislative Council
and I consider that the matter should be regularized by an
amendment of the Pension Minute. I therefore request your
sanction of the proposed amendment.
