GOVERNMENT HOUSE,

HONGKONG, 21st March, 1927.

Sir,

With reference to my predecessor's despatch

No.393 dated 16th October, 1925, I have the honour to

request that I may be furnished with a copy of the

legislation for the control of Labour Unions now before

Parliament. I have not hitherto for a number of reasons

thought it desirable to proceed with the legislation

forwarded in draft with the despatch under reference. But

I have now come to the conclusion that definite action must

be taken to prevent the labour organisation of this Colony

from falling again under the domination of the Sino-Russian

school of revolutionaries.

I have the honour to be,

Sir,

Your most obedient/ humble servant,

Governor, &c.

THE RIGHT HONOURABLE

LIEUTENANT COLONEL L.C.M.S. AMERY, M.P.,

&c.,

&c.,
