With reference to my despatch No.

365 of the

informing you that His

Majesty will not be advised to disallow

the Illegal Strikes and Lock-outs Ordinance

1927, I observe that the wording of Section

6 sub-section (1) is rather more sweeping

-section(1)

than that of the corresponding provision

in the Imperial Trade Disputes and Trade

Unions Act 1927, Section 6(4). To

"Kinder the functions of Government" is a

different thing to "eausing injury and

danger or grave inconvenience to the

community".

2.

I shall probably ask for an

amendment of this provision on a suitable

occasion; but will not press for it now

as any appearance of differences between

H.M.G. and the Colonial Government on thi

matter is very undesirable.
