the Colony at the termination of their agreement, the
proposals for half-pay mentioned above having reference only to cases where such balance is inadequate to cover
the period of the voyage home.
I would also observe that the statement
in the latters of appointment of Nursing Sisters to the
effect that vacation leave (to permanent officers) is
limited to three months is incorrect, the maximum
amount of vacation leave which can be accumulated being now five months see Lord Milner's Confidential despatch
of 1st September, 1920.
5. Having regard to the climatic
advantages which Hong Kong has over Malaya, I consider
that two months vacation leave during or at the end of the term of agreement is adequate for Nursing Sisters
in the service of this Goverment, and I would further
point out that marked liberality to one section of a
class of officers is apt to invite requests from other

sections, refusal of which is difficult to justify, and that the very large majority of this Government's
European Staff are in the first instance recruited on
three-year agreements.
6.
I have no objection to the age limits
for the recruitment of Nursing Sisters being altered to
conform with those in force for Malaya (27 - 35).
