I have the honour to acknowledge the receipt

of your despatch No.66 of 16th March, 1927, regarding the conditions of service of Nursing Sisters under this

Government.

2. It has been explained in paragraph 3 of my despatch No.477 of 25th November, 1926, that it is the

object of this Government to confine its European

Nursing Staff to the higher and more administrative

duties of the service, recruiting its rank and filt from

locally trained Chinese and Eurasians who are more economical both directly in the matter of salary and

indirectly in the matter of leave passages and other

privileges. It is moreover the almost universal rule of

this Government to regard the initial term of three years service as providing an adequate test of any officers' suitability for permanent appointment. To reengage for a second tour of three years a Nursing Sister not considered suitable for permanent employment would thus

impede on the one hand the search for suitable candidates

for permanency, and on the other the construction of the

necessary cadre of non-European nurses. Also it would
