to their notice that the Colonial Office staff should in future be recruited entirely from officers possessing not less than five years' Colonial service, a scheme which would, in fact, divorce the staff of the Colonial Office from the remainder of the Home Civil Service.

As regards (2), many Members expressed themselves in favour of the attachment of Colonial Office officials to the Colonies for No definite periods of twelve to eighteen months at a time. system of attachment, however, could be laid down in view of varying local conditions, but a Colonial Office official seconded overseas should if possible be given experience not only of work in the Colonial Secretariat but also in the Districts. The first attachment, coming not absolutely at the beginning of an officer's career, but still fairly early, should be of a character which would have to be separately determined in each Colony.
