i have the honour to acknowledge the receipt of
your secret despatch of the 4th of October, 1927, covering
a report by the nong Kong Defence Committee on the
question of providing food supplies for the civil population of hong kong in the event of war, sad to inform you that it was considered by the Oversea DefencS
Committee on the lồth of november.
2. The Committee formed the opinion that if effect
is given to the various recommendations of the bang kong
Defence Committee, regarding the rendering of periodical
returns, it should be possible to produce an adequate
schem snå organisation for controlling food and fuel
supplies in war time. They recommended that you should be
thanked for your comprehensive report on the supply
situation and should at the same time be asked to ensure
that the necessary pleas for controlling supplies in time of war are included in the revised Defence Scheme for the
Colony.

Sir,
I have the honour to acknowledge the receipt of your Secret despatch of the 4th July, 1927, relating to the provision of food supplies for the civil population of Hong Kong in the
event of war.
2. The position that would arise from the Colony being effectively invested on the land side
by hostile forces, e.g. the Japanese has been
further considered by the Hong Kong Defence Committee and a scheme drawn up, a copy of which is enclosed.
3. As regards paragraph 16 of the scheme, the Superintendent of the Botanical and Forestry Department has been instructed to report in con- junction with the District Officer, North, on the possibility of extending the cultivation of
vegetables in the more accessible parts of the New Territories. The Superintendent will also, with reference to paragraph 17 of the scheme, report on the supply and transport of firewood from local plantations. A copy of these reports

will be forwarded to you in due course.
4. The Dairy Farm Company and the Hong Kong General Chamber of Commerce are being requested
to furnish periodical returns regarding frozen
meat, butter, rice and flour, as suggested in
h paragraphs 5, 6, 11 and 12 of the ceme.
5.
With respect to coal,-please see paragraph
18 of the scheme,-Commodore J.L. Pearson has
furnished the attached returns and I have called
for a full report from the Harbour Master.
