re Chang Ming Foe, alias James Chang apparently a Netherland subject.
With reference to my conversation with Mr. P.J.J. Wodehouse, the Deputy Superintendent, this morning I have the honour to confirm herewith that the above individual wrote me the following postcard, dated the 23rd instant, and bearing the
postmark "Hong Kong" and "10 a.m.".
"My dear Sir"
"Today I am to be the capture of Lim Soe Oen, -General President of P.K.I.,Canton, tonight
2 o'clock they want to bring me to Canton by the night steamer leave for Canton, help me, Sir! Rapport the the Police Station they will put me in the trunk.

"P.S. Now I am in the Tay a Lu Street, three
spy wtach me I can't do anything."
The postcard only reached me this morning and I saw
Mr. Wodehouse immediately afterwards.
The young man has stated to me that he was
born at Macassar, On October 13, 1902, that he is a
Roman Catholic, and that his father is Mr. Chang Chong
Lin, a merchant at Macassar.
I can only give you a vague discription.
His height is medium, perhaps a little over.
A very good face, showing traces of non-
Chinese blood. His mother was Eurasian.
