the loyal Hong Kong Chinese into joining in another

Every possible precaution is being taken.

5. I may add that the crew of the s.s. "Kinshan"

owned by the Hong Kong, Canton and Macao Steamboat

Company went on strike at Canton today and that the

vessel was brought to Hong Kong by a naval crew dis-

guised as passengers. Mr. Brenan has telegraphed to

me that, if this strike spreads to other vessels as

is likely, it will be necessary to assure communica-

tion between Shameen and Hong Kong by vessels under

naval protection as during the boycott. He is seeing

the Canton authorities and will impress upon them the

gravity of the situation. I have no doubt that the

extremist agitators will do their best to extend this

strike as widely as possible and, if they can, turn

it into a general strike.

I have the honour to be,

Sir,

Your most obedient, humble servant,

Elmen

Governor, &c.
