confess, however, that I should view with
reluctance the introduction of any pro-
cedure which might in effect amount to the
extradition of political offenders, and I
must request you in no circumstances to issue,
without the previous sanction of the Secretary
of State, an order for the deportation of
an alien to his own country if such deportation
would amount to extradition for a political
offence.
