at present the Executive Council of the

Straits Settlements were correct in advising

that the orders of banishment issued in the

case of the Communist leaders Alimin and Moeso

should not be executed, on the ground that the

banishment of these men could not be held to

be "necessary for the public safety or

welfare". I sympathise however, with the

suggestion that the law should be

strengthened in order to admit of the banish-

ment of such persons, and I can see no objection

to the provision in the Straits Settlements and

the Federated Malay States of the wider powers

exercised in this country. Article 12 (6)(c)

of the Imperial Aliens Order, 1920 a copy of

which is enclosed for your information, pro-

vides that the Secretary of State for Home

Affairs may make a deportation order in any

case where he "deems it to be conducive to

the public good", and your object might

most conveniently be achieved by the adoption

of this wording in the appropriate Ordinance
