It therefore seems quite clear that the word "not" has crept into the Hong Kong Regulations by
mistake and it seems very desirable to trace this mistake
to its source.

of 16 July 1902 and has been retained ever since.
The Rule in question (including the "not")
has appeared in the Police Force (European) Regulations
from the start (see Hong Kong Government Gazette 1921
page 559, Rule 11)
