With reference to your Confidential

despatch of 17th March, 1927, on the subject of vacancies for Masters in the Education Department, I have the

honour to enquire when I may expect further information

regarding these appointments. I need hardly point out

that a shortage of seven European officers must seriously

impair the efficiency of the Education Department.

Three of these posts have been vacant since January

1926, only two officers (Messrs. Morgan and Ewart) of the five asked for in my telegram of(25th January, 1926,

having been appointed. Since the appointment of these

two gentlemen the only candidates mentioned have been

nothin those suggested from here viz. Messrs Trafford, Gilbert

F162426. and Hopkins. The revised terms of employment contained

in my Confidential despatch of 15th July, 1926, offer

excellent prospects and, unless I am to assume that the uncertainty hanging over British subjects in China is

felt to extend to residence and service in this Colony,

I am forced to conclude that the educational openings

available here do not receive sufficient publicity in
