I have no doubt in my own mind that the
Short Tours and the comparative absence of restrictions as to marriage in Tropical Africa have a great deal to do with the marked prefer- ence shown for these Colonies by candidates of the right stamp over appointments in the
Far East.

as to the possibility of interesting University
authorities and asking them if they could
recommend some one to co-operate with me in this

I hope also that occasion will be found
to show the Governor that the sentence referred to
in Capta in Newbolt's minute was unjustifiable.
