I have the honour to acknowledge the receipt of your confidential despatch dated 14th September, 1926,
transmitting the interim conclusions of the Imperial Shipping
Cammittee on the subject of the development of Hong Kong
Harbour, and informing me that you are in agreement with
the recommendation of the Committee that before any important
engineering works are undertaken, reference should be made to the Consulting Engineers.
Your request that you should receive any
observation that I may wish to offer on the points to be referred to the Consulting Engineers has been noted for compliance in due course. The present financial position of the Colony, however, precludes the contemplation of any large scheme of development at the present time.
