I transmit herewith, for your confidential
information, copies of a correspondence between
Sir M. Delevingue, Prince Charoon, and a member of this
department regarding the employment by the Siamese
Government of M.A. Nemazee of Singapore as their
agent for the purchase of Persian opium.

In response to the request made in the last
paragraph of Prince Charoon's letter I transmit the
enclosed memorandum for confidential communication
to the Siamese Government.
3. While the object of His Majesty's Government
is, of course, to dissuade the Siamese Government from
employing as their agents persons who are suspected of
illicit dealings in opium, it hardly seems necessary to
emphasize the need to maintain in the present case a
strict reserve in the matter of M.A. Hemazee's past and
present activities; it is for this reason that the
contents of the present memorandum have been confined
to an account of the 1922 episode.
