I am directed by Secretary Sir William Joynson-Hicks to refer to your letter F.5495/38/37 of the 22nd June and previous correspondence in regard to the supply of opium to
the Government of the Straits Settlements and other
Governments by M. A. Nemazee of Singapore, and to enclose,
for the information of Secretary Sir Austen Chamberlain, a
copy of a letter and enclosures which have been received
from the India Office.
Sir William Joynson-Hicks agrees with the suggestion of
the Indian Government that a warning about Nemazee's
antecedents should be given to the French Authorities, but
thinks it is perhaps a matter for consideration whether the
warning would not come with more force if sent direct by
the Government of India to the Authorities in Indo-China,
with the intimation that in view of Nemazee's past record,
of which the Authorities of Indo-China will be aware, the
It Government of India regard him with grave suspicion.
could also be added that His Majesty's Government have
given instructions that Nemazee is not to be employed by
the Governments of British possessions in the purchase
of opium.
