Sir Edward Cook's
view of Nemazee seems to
be that he is no worse, but merely cleverer than the
rest of the opium dealers. His view of the relations
between Nemazee and the rest is not, I think, the
usual one . He regards Nemazee as a free lance who
is strong enough to force other dealers to purchase
from him on his own terms Elsewhere the other
dealers are regarded as Nemazee's agents.
I do not think any action is required on
this, but it might be re-circulated to Mr. Paskin
in case he wishes to add anything.
No .38. The only point arising from this

is that the Governor of Sarawak has received,
apparently direct from the League of Nations, a
warning about Nemazee. We have already taken up
recently the question of direct communication with
the Government of Sarawak by the International
Labour Office and I suppose we must take this up
also through the Foreign Office.
