The Cabinet agreed

(2) To approve generally the Fifth Report by the Chiefs

of Staff on Sanctions in China (Paper C.P.141(27))

subject to amendment of the draft instructions to the

Naval Commander-in-Chief with the object of making clear

the circumstances in which the prior sanction of His

Majesty's Government should be obtained before taking

punitive action.

(20) That the First Lord of the Admiralty, in consultation

with the Secretary of State for Foreign Affairs, should

draw up telegraphic instructions to the Naval

Commander-in-Chief based on the Fifth Report of the

Chiefs of Staff, amended as above, and that the telegram

should be repeated to the British Minister at Peking.

That the Secretary of State for Foreign Affairs'

telegram No.353 to Sir Miles Lampson, authorising the

British Minister to withdraw Mr. Newton from Hankow and

to notify the Hankow Goverment on the lines proposed

in his telegram No.832, should now be approved.

To take note that the Secretary of State for Foreign

Affairs was preparing and would circulate a Memorandum

on the subject of the Hankow Agreement, in order that
