Shanghai telegram No. 266.
Recommendations of consular body were considered
by Corps Diplomatique this morning.
Proposal to act through customs was ruled out for political reasons already known to you.
It was unanimously decided 1. to recommend to our governments adoption in principle of second Shanghai proposal i.e. payment to consulates.
2. Meanwhile to send following telegram to Senior Consul at Shanghai:-
"Please wire as soon as possible whether consular body are convinced that duties which paragraphs 3 and 4 of your telegram would impose upon various consulates can be effectively carried out by them. Also whether in opinion of naval and military commanders necessary protection outside settlement limits is practical proposal"
During debate it emerged (a) that Japan favoured second proposal provided that there was firstly an informal talk between consular body and Nenking
