(? Following from Shanghai, omitted). Addressed to Feking NO, (a) 71. Repeated to Wol-hai-
French Consul Generel on July 30th accepted payment of treaty tommage ducs and granted Consular clearance
to French mal steamer after customs had refused to
accept treaty dues or issue custom clearance. Ship
proceeded to sea without incident.
Owing to holidays I did not hear of this until
to-day when my French colleague suggested that I should
take similer action. I informed him and also British
Ekipping companies that I am awuiting instructions.
Japanoce and Americans are also marking time.
