Since my telegram No. 1213, you will have received Shanghai telegram No. 271 to Peking showing that France has already adopted line proposed in penultimate para- graph without incident.
In order to avoid further delay and prevent situa- tion being allowed to go by default, I have authorised Consul-General at Shanghai to take similar action, provided that he and shipping companies consider it the right thing to do.
