With reference to a telegram addressed to the
Governor of Hongkong on August 2nd by the Secretary of
State for the Colonies regarding new taxation proposed
by the Nanking Government and to Sir C. Clementi's
telegram of August 3rd in reply, of which copies have
been forwarded to this department, I am directed by
Secretary Sir Austen Chamberlain to suggest that Foreign
Office telegram No. 2 of August 4th addressed to Sir M.
Lampson at Wei-hai-wei (see Foreign Office letter No.
F 6699/2/10 of August 5th) on the subject of the
threat or use of force in China for the attainment of
political ends as distinct from the protection of life,
should be repeated to the Governor for his information.
This telegram, which embodies the considered
views of His Majesty's Government on this question, was
specially submitted to and approved by the Cabinet
before despatch.
