They

to give here just one example of their business acumen. ordered from America $200,000,000 worth of banknotes for the Central Government Bank in Nanking, and they had to pay $1,600,000 in U.S. currency for printing these notes alone! It is note likely that all this enormous number of banknotes will be issued, for the Bank is not likely to last long. No bank whose sole object is to find money for military ex- penditure (such as that of this Central Bank) can gain the

confidence of the people.

Members of the Naking and the Hankow Governments.

23. There is nothing to choose between the men in the Hankow Government and those in the Nanking Government. Sun Fo, Wong Ching-wei, Hu Han-min, Koo Ying-fan and even Mrs.

Sun Yat-sen are all of the same nature. Is not Sun Fo the

son of Sun Yat-sen? Is not Sung Hing-ning the widow of

Sun Yat-sen? Was Not Wong Ching-wei one of the most trusted

followers of Sun Yat-sen? How is it that these three persons

find themselves in the Wuhan camp, while two other equally

trusted followers of Sun Hu Han-min and Chiang Kai-shek

are in the opposite camp? The answer is, because they each

and all work for self-interest

for power and gain. Such

people, no matter how closely they may be working together

for a time, are bound to fall out in the end.

Eugene Chen.

24. Eugene Chen has given his soul to Borodin. He is

incapable of original or creative thoughts, but simply talks "to order". He can talk and wirte, perhaps a little better

than anyone else, if there is some one behind him to coach

him what to say or write. He has no backbone; the backbone

that he has occasionally shown was a prop furnished from

behind by someone else.
